What does "to deliver on our doorsteps" mean?

This is an excerpt from a newspaper article:
"In the end, China is not going to deliver North Korea on our doorstep. China will say: 'We've done these things. What are you so upset?'"

I can't figure out how to understand "deliver North Korea on our doorstep."
