What does to be scope mean here?

Hi,

What does scope mean here?

Although there appears to be scope to encourage consumers to be more active and “ethical”, the evidence to date suggests that if we rely on them to deliver social and environmental change, we will be waiting a very long time.

Thank you for the answer. Also there is another phrase which I don't know. Here it is the bold part:

But the role of a company has, over the past century, taken on a life of its own, where its primary function is to return capital to the anonymous shareholder, not to serve the needs of society.

Does it mean that they had their own priorities? (so simple if so)

I find this a slightly strange statement. "taken on a life of its own" is used when something expands beyond its original purpose to become something in its own right, taking on, as you say its own priorities and agenda. The author seems to be saying that companies were originally set up to serve society, but later turned into money-making concerns, which is news to me. I thought that companies ha
