What does "Title V" mean?
Hi guys, could you please tell me if “Title V" has a special meaning in a sentence?
The quotation is as the following:
...the Economic Development Administration created the Appalachian Regional Commission, the first regional authority since the TVA, and subsequently eleven other “Title V" regional commissions.
I searched from google, and feel it can be understood as "permitted", am I right?
