What does "tic tac sir" mean?

There is a scene from the comedy movie Dumb and Dumber where Jim Carrey say to a police officer, "Tic tac, sir?" What exactly does it mean? Is he offering a breath mint called tic tac?

Tic Tac is a brand of breath mint.

The joke here is that Lloyd has been urinating into beer bottles, because they cannot stop driving. The police officer thinks they have been drinking beer. He grabs the bottle and drinks it because he thinks it is beer. Of course, he has a terrible reaction from drinking someone's urine. Lloyd belatedly offers him a breath mint to help him.
