Hi,

You normally hear it as 'He's a wuss', or 'They are wusses'. Not with -ies at the end. Spoken English only, and don't say it in places where you need to be polite.

I don't think you can say an inanimate object is ineffectual - or at least, you don't hear it often - but an object can be ineffictive. For example, you wouldn't really say that a... curtain is being ineffectual, although it might be ineffective.

I don't know if there is a specific grammatical reason there - more likely people just don't say 'that curtain is being rather ineffectual'.
