What does this sentence mean?

"When others say things I think are dumb, why do I always assume they hadn't given that response any thought?"

Can I paraphrase the above sentence as follows?: Sometimes, people say something and I think what they say is a dumb idea. At that time, I don't know why but I always assume that they did not think of it carefully.
