what does this sentence mean?

A. I couldn't tell you.it could mean two things rights? It could mean I wasn't able to tell you(past ability) and present or future possibility.
A. I couldn't tell him the truth yesterday.
B. He couldn't be there tomorrow.
so,the problem is how to know is it past or present and future because the look the same.
