What does this sentence mean?

I have read an articles here: http://www.bbc.co.uk/news/blogs-news-from-elsewhere-25733476
There is a sentence I dont understand clearly: "A woman from the city of Chengdu in central China has taken out billboard adverts in her search for a husband, it seems."
Why did they use "it seems", what does it mean?
