What does this sentence mean ?

I once asked a question to a bunch of random strangers online, I was asking if it's expensive to live in Los Angeles, and one of them replied: "People flake heaven and forget about living there if you have no money."
I don't understand the meaning of heaven being FLAKED here, would anyone care to explain? (It might be a shortened expression since it's a casual conversation, in my guess)

'A flake' is a common slang term for a crazy/eccentric person.

My guess is that the person who said this means -
LA is heaven (ie a great place) for people who are flakes.
In other words, LA is full of crazy people.
And it is expensive.

He omitted the word it's.
It's people flake heaven . . .
