What does this sentence mean?

Could you tell me the meaning of the sentence below??

"I don't know if we've flown anyone to The Space Station that has not been concerned about their food."

I don't understand how "if" works in the sentence above...

If I try to understand the sentence literally, it means "I'm not sure whether we've flown anyone to The Space Station that has not been concerned about their food ", right??

But an interpretation in Japanese says that "We've never flown anyone to The Space Station that has not been concerned about their food."

Does this sentence mean so?
If so, could you tell me why??
