What does this sentence mean ?

this sentence:
"questions to ask to students."
does it mean that:
"questions should be asked to students."

and in the same way these phrases:
story to tell
book to read
computer to use
information to share ...etc

what is the grammar of all that ?! something + to + present vervb.
