What does this sentence mean?

Q: Will he do as said?
A: He is not applying his mind now and the astrology chart is indicating taking such wrong decisions.

Which does it mean?
Applying his mind = Wrong decisions
or
He is likely to make the wrong decisions by applying his mind.
