What does this sentence mean?

I have some trouble with understanding what this sentence means:

Each year they apply in the thousands to hundreds of agencies which organize volunteer placements.

I would like to ask you :

1. who does "they" stand for?
--I suppose it's "volunteers", but is this correct?

2. what does "apply in the thousands to hundreds of agencies" mean?
--is this mean "apply to so much agencies (to get a volunteer job)"?

1. 'They' has to refer to a group of people already mentioned: here I suspect it's a group of volunteers.

2. Many, many people (several thousand, even) apply to many agencies (several hundred).

they refer to the people before. I am also an English learner and try this (HNHSoft) English dictionary which may hepl you.

"they" refer to those volunteers. They apply to take part in the activities organized by those agencies.
