What does this sentence mean?

"I love Ann, almost as much as Jane."

That

1) Jane loves Ann more than I do. (""I love Ann, almost as much as Jane [does].")

OR That

2) I love Jane more than I love Ann. ("I love Ann, almost as much as Jane."

Without looking at context, is there any way to tell what that sentence actually means?
