What does this sentence exactly mean? And im talking about the sentence, not the law or whatever.
According to the sentence, is the 21 yr or older licensed driver needed to drive during "Daylight hours"?

"Daylight driving only, after 3 months may drive until 10 pm with 21yr or older licensed driver in closest seat right of driver."

i think that the sentence says that the 21yrs old driver is not needed during the daylight... am i right?

My interpretation:

This person may drive alone only during the daylight hours; after 3 months, (s)he may drive until 10 pm only with a licensed driver who is 21 years old or "better" (as we in our 60's say).
