What does this sentence exactly mean? And im talking about the sentence, not the law or whatever.
According to the sentence, is the 21 yr or older licensed driver needed to drive during "Daylight hours"?

"Daylight driving only, after 3 months may drive until 10 pm with 21yr or older licensed driver in closest seat right of driver."
