What does "this" refer to?

An integrated, systemic approach to the problems of food security has to be developed. This9 includes encouraging agri-food research, with the most technologically advanced countries directing their attention and research focus towards dealing with the problem.

I'm not sure whether "this" refers to the whole sentence before it (An integrated, systemic approach to the problems of food security has to be developed) or just "an integrated, systematic approach".
