What does this phrase mean?

Hi~

I wonder what the next phrase means:

'take snuff from the dried s/crotum of a goat' (from THE GOD DELUSION by Richard Dawkins)

Does it mean snuffing the dried s/crotum of a goat or taking snuff tobacco from the dried s/crotum of a goat, or else??

The whole sentence including the above phrase is as follow:

'The Bongolese have a completely different concept of "in", according to which you are only truly "in" a place if you are

an anointed elder entitled to take snuff from the dried s/crotum of a goat.'
