What does this modify?

Given the sentence:

"We wondered who Dumbledore had trusted enough to help him, apart from you."

I guess, ‘enough’ is an adverb that modifies ‘had trusted.’ If then, what does the to-infinitive modify, ‘enough’ or ‘had trusted’?
