What does this mean in plain English?

Hey everybody,

While I was doing research on the Internet I came across this article:

What does the headline mean in plain English?
"America must be clear in how far it will to fight war on terror".
Is it grammatically correct to say "it will to" anyway?

That's incorrect, even for a headline. It should read "...will go to...", I suspect that "go" got cut off in the formatting of the Web page.
