What does this mean

The severity of the winter is modified by our proximity to the sea.

What does that mean?

Presumably it means that, because we are near the sea, the winter is not as severe (as it is inland). However, I wonder whether "modified" is actually a mistake for "moderated".

Places with maritime climates have much milder winters than places with continental climates.

The sea never freezes, so it has a warming effect on the air.
