What does this mean?

What does "something is on someone" mean?

For example,

"The arrangement is on me."

I heard this in one of the Hollywood movies

P.S:Is it "heard in" or "heard from"?

sabrynazulkyfly The arrangement is on me. I'm going to guess that this usage in the movie meant: I will pay for this . My guess is based on an analogy with a very common phrase: Drinks are on me .
