What does this mean?

What does this mean?

Does this mean that the person being asked thinks the person asking is an idiot or not?
Is the question neutrally written?

What is keeping you from thinking that I am an idiot?

Thanks

It's a very odd thing to say. To me, it sounds like the speaker thinks he has just done something stupid. We don't know what the listener thinks.
