What does this mean?

In a story, a superior says a sentence below with anger to criticize his subordinate who has done his work in exchange of exploding a building.

'It was a building that almost didn't make it.'

I can't under stand what this means.
Could someone please tell me what this means?

Thanks in advance.

Really? This work is written in French, and the script is translated into English.
It is good for me to know even a native can't understand it, haha.
Thank you very much!
