What does this context mean?!

Hi, i'm a little bit confused about it.. can some one tell me what does the tow last phrase mean?! tnx

You saw him cramp up
during the dance.

No one could get
even the slightest bit louder,

And he was nowhere to be found
when "shout" came on.

No one could get
even the slightest bit louder,

and at no point could anyone
get at all softer.

Hmmm, it seems to be the context that we're missing.

There are a group of people making some kind of noise.
The level of the "volume" remains constant.
(At least, the upper limit remains constant.)
We don't really know if each individual is producing sound at the same level. Perhaps some are loud and some are soft.
But no individual is able to increase the "loudness" of his sound.
Why is that? We don't know. Are they singing, or screaming, or producing the sound in some other way?
Are they physically unable to produce more noise? Or are they forbidden to produce more noise? We don't know.

This is the same identical situation as the previous one, except the level of the sound cannot be reduced.

What does this context mean?!
