What does the underlined mean?

I can't understand the structure of the underlined and  why does "54 is 45 more than,,," mean "minus(-)?

Consider that 10 is 1 more than 9. 10 is 2 more than 8. 20 is 15 more than 5. 50 is 10 more than 40.

X is Y more than what? ~ What number when added to Y makes X?

54 is 45 more than ...? ~ What number when added to 45 makes 54? (45 + 9 = 54)
