What does the that-clause modify?

Hi~ In the following sentences, what do you think the that-clause modifies?

Prior knowledge OR an alternative strategy?

Thank you for your help~

prior knowledge that is not dependent on knowing each student specifically
but rather on keeping abreast of popular culture and social trends
that have captured the attention and imagination of students. Certain
trends are so prevalent that awareness transcends personal experience.
