What does the term "thigh-high" means in a context of feminism?

I'm translating one piece and there’s a phrase "I hope she's a strong, contemporary thigh-high feminism", which I don’t understand. Are thigh-high boots an attribute of a feminist now?

Hi I would take that to mean: I no longer care about public opinion (especially male opinion) of my thighs. If I choose to wear boots; or shorts; or a long skirt, it's up to me. I am way past the era when I might allow myself to be judged in that way Dave

Is "a strong, contemporary thigh-high feminism" a complement in the clause "she's a strong, contemporary thigh-high feminism"?

If so, how come that she is a strong feminism? Does it make sense?

She may act/appear as a strong feminist but not to be a strong feminism.
