What does the second sentence mean?

Hi,

I saw the sentences in one section of text. I couldn't fully understand the meaning. What does " they were for worse" mean?

Here is the sentences:

"They believed that language should fixed and unchanging. Where changes occured they were for worse."

the sections is talking about traditional grammarians whose techniques weren't correct.

The expression I'm familiar with is "for the worse". If changes are "for the worse", it just means that they make the situation worse and are therefore undesirable.
