What does the phrase "a fallow landscape" mean?

"While the rest of the world grows more and more genetically modified food crops, the EU remains a fallow landscape for the technology. "
How to understant the phrase of :"a fallow landscape" here? Does that mean the EU remains some field to grow genetically modified crops in the future? or is this just a metaphor, it means something else.
