What does the last part mean?

Hi,

What does the bold part mean?

The notion that a country can be actively marketed to the rest of the world – for growth, for tourism, for trade and for positive “image” generally – appears to cause none of this hand-wringing in most poor and developing countries, unless it is because not enough of it is being done.

nesa unless it is because not enough of it is being done. In those cases in which the marketing is not done well enough or extensively enough to be effective, then "this hand-wringing" may be caused and may be justified.
