in my opinion, it can be used like "moral qualities", the "caliber" standing for the "qualities" ... or maybe the person's nature or character, something like that (but i am not a native E. speaker, so it's not 100% - it's just my perception of the word; we have something similar in my mother tongue). And in the dict., there are some example sentences with the word, it may help you ... :
