What does "that" refer back in this sentence?

... in (1) you are speaking of an obligatory state, that of having finished the task, which will obtain in the future. ...

I think that given the context, "that" seems to refer back to "an obligatory state", so I think "that" functions as an appositive referring to "an obligatory state".

Q1) Is my thinking right?

Q2) If so, could you make some sentences similar to that sentence?
