What does "that" mean?

My writing may be wordy because I don't understand what "that" actually indicates in a sentence. A similar case would be "because"; if someone said “The reason I love you is because of your kindness.” then they could simply say “I love you because you’re kind.”

I've seen a few sentences using "that," that I have have trouble understanding. 0.0 For example, a sentence read, "What has he done for us that he expects us to pay him?" What does "that" mean in the sentence? and/or what words could you substitute for "that" in the sentence?
