Hi, well okay.

I will step up for you. What does this means?

yunamiiI will step up for you.
Well, this does not really help us with the meaning, does it?— because your sentence presents no real context except 'for you'. For instance, it could mean:

I will substitute for you.
I will defend you.
I will support you.
I will improve for you.
I will volunteer for you

Someone said this to me,

"Don't worry. I'll step up for you. You can count on me."

And my English is pretty bad so i dont really understand her meaning. And, not "stepped up". It should be a "step up". Thanks for correcting my typo.

That's a bit more context, thanks. Then 'step up for' probably means 'defend' or 'support' there.
