What does State Capacity mean?
Hi,
In a 2005 UN article (or speech) about terrorism, it has been written (or said):
"fourth, to develop state capacity to prevent terrorism".
The above is one of five elements that consist a global strategy of fighting terrorism.
What I'd like to know is the meaning of State Capacity.
