What does “sign on to” mean?

I could sign on to some ship, pull an oar, and sail to Qarth by the Jade Gates to see these bloody dragons for myself. (A Feast for Crows)

Hi. What does the bold part mean here? Does it mean “be employed by”? And can we say “sign on with” to mean the same thing here?
