What does "shuffle around" mean?

Here it basically means change . We shuffle a deck of playing cards to change the order in which they appear when dealt out, so figuratively it means to change something around, alter the order, swap from one thing to another, etc.

'shuffle around' is a poorly chosen phrase, in my opinion, but I believe the author wanted to avoid using 'transfer' again in the same sentence.
