What does "scoop purchase" mean?

Hi all

just wondering what do "scoop purchase" and "scoop sale" mean?

what's the meaning of "scoop" in this context?

Have seen it a few places and sort of understand it means big saving, discount but still want to find out what exactly it means?

Thanks!
