What does reprisal mean here?

1) Does reprisal mean "a retaliatory action against an enemy in wartime"?
That is, in wartime, you are the enemy of the other; still, you cannot discriminate the other n USDA programs and activities?
2) Does "all prohibited bases" refer to "the basis of race, color, national origin, age, disability, and, where applicable, sex marital status, familial status, parental status, religion, sexual orientation, genetic information..."?

Context:
