What does it mean? Could you please kindly give me some examples? Can I write something like " The school could only do so much to prevent wide spread of common cold among small children, but it depends on their parent's conscience to keep their sick kids at home."?

Hi there! Basically it means that there is no matter how many ways they try and stop the spread of colds, it will still spread. They can try different things to stop kids from spreading the cold, however they will not be able to stop it completely.
