what does "either at home or abroad" describe?

women who are themselves migrant workers with dependant families either at home or abroad are in a vulnerable position.

what does"either at home or abroad"describe? does it describe" dependant families" or "migrant workers" ? another question is what is migrant. does it refers to people who move to another country from one country or it can refers to people who just move to another place from one within a country? please answer both questions. thank you very very much.
