What does "phallus" mean here? The euphemism of penis?

Context:

Without him she'd remain in a state of distressing and distressed undifferentiation, unbordered, unorganized, "unpoliced" by the phallus . . . incoherent, chaotic, and embedded in the imagnery in her ignorance of the Law of the Signifier.
