I don't know (and I guess no one else does), but I wonder whether this definition is relevant:

I don't know. I suppose the author mistakenly assumed that readers would be familiar with the expression.

I'm pretty certain it's not saying that "Pants Time" means "Extended One Final Round". There is something called "pants time", and that time has been extended (made longer).
