What does 'out there' mean and how should it be used?

Dear teachers and netizens,

I have met the phrase out there quite a few times and did not understand its exact meaning and correct usage. would you please tell me about it?

As a contemporary slang expression, I believe it simply means to assure us that this particular thing definitely exists. It may be something good or something bad: The jobs are out there! ) AIDS is out there!

As a contemporary slang expression, I believe it simply means to assure us that this particular thing definitely exists.
It may be something good or something bad:
The jobs are out there! (You just have to find them!)
AIDS is out there! (Take care!)

'out there' seems idiomatic, and is definitely used widely across all the english speaking countries.

As Avangi mentioned in his reply, 'out there' could be used for emphasis.

'He is out there' seems more emphatic than 'He is there'.

I think I most often hear it used in connection with a particular opportunity, and someone's intention to "possibly" take advantage of it.

Do you think you might look into this new company? (reply) Hey, it's out there! (Hanging fruit)
