What does "on file" means?

Hi, I've received a message from a friend where he asks if he can charge my credit card on file. But what does that "on file" mean?

Best regards

He means that he has a credit card number, expiration date, and other data in his records. He is asking if he can use this data to charge you for something. He does not need to ask you for this information.
