What does 'nothing seems right' imply?

What is the real meaning of the saying "Nothing seems right"

Sometimes I feel that means "give up", and sometimes I feel that means "from the beginning".

Will the person be happy when he says "Nothing seems right" to himself?
What will he do if he said this phrase? Give up the things or do them from scratch?
