What does "language" mean in the below sentence?
he didn't have "the language" to express his feelings.

He didn't have the right vocabulary and know how to put sentences together to say what he was feeling. Perhaps he was experiencing the highest level of joy ever and he could only say "I"m so happy" - which is not enough. Perhaps he was experiencing the depths of despair and could only say "I feel so sad" - which is not enough.
