What does it stand for?

The sentence below is from Michael Sandel’s book, Justice.

This unyielding account of individual rights would seem to require something stronger than utility as its justification.

In this sentence it’s not clear to me what underlined it stands for.
I’m quite certain that it represents ‘unyielding account’. But it seems that it also can represent ‘individual rights’. I mean I’m not 100% sure.
