What does "it" refer to in this sentence?
Hi teachers,
The fight for Marja is the climax of the struggle for Helmand, home of the majority of the Taliban's full-time fighters and lucrative opium revenues. It is the Anbar province of Afghanistan: like its Iraqi equivalent, it must be taken to remve an insurgent heartland.
Would you please help me with the bolded "It" and "it"?

I agree. Helmand is the province; Marja is the capital.
It is the Anbar province of Afghanistan.
It has the same significance in the Afghan war which Anbar Province had in the Iraqi war.

I'm sorry I forgot to ask one question. "Helmand must be taken to remove an insurgent heartland."
Does that mean "Helmand (Marja) is rife with Taliban insurgent that they must be removed"? I don't understand the usage of "be taken (to)" in here?
