Like for instance, If someone says " He's a nice guy "
And I asked him why he is so I reply " And how do you propose that? "

What does it exactly mean ? is it okay to reply like that and it's actually making sense ?

There are a lot of possible replies, but I don't think "propose" works.

Why do you say that?
What makes you say that?
What makes you think so?
How so? (casual)
What's so nice about him?

It's usually followed by the infinitive. (sometimes the gerund/present participle)

How do you propose to get rid of those rats? How do you propose getting rid of those rats?

How do you propose that we [should] pay for this? --- that we are going to pay for this?
