What does it mean to say " How do you propose ?"

Like for instance, If someone says " He's a nice guy "
And I asked him why he is so I reply " And how do you propose that? "

What does it exactly mean ? is it okay to reply like that and it's actually making sense ?

There are a lot of possible replies, but I don't think "propose" works. Why do you say that? What makes you say that?
